Policy Background

To fully implement the strategic deployment of the CPC Central Committee and the State Council on artificial intelligence development and promote deep integration of AI with education, the Ministry of Education, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the National Data Administration have jointly formulated the "AI + Education Action Plan (2026-2030)."

Overall Goal

By 2030, a deeply integrated landscape of artificial intelligence and education will be largely established, creating an AI-based education system that spans all educational levels vertically and reaches across society horizontally. Key objectives include:

• AI curriculum spans all education levels, significantly boosting students' AI literacy.
• Establish 1000 AI education demonstration schools
• Train 10 thousand core AI education teachers
• Build 100 demonstration zones for AI + Education innovation
• The AI education industry scale has surpassed 5000 billion yuan.

I. AI Talent Development and Literacy Enhancement
